The VERSION_GREATER_EQUAL operator was added in CMake 3.7 and is already used at other places. While at it switch to using the version variables documented by the find modules.
This will be handled by FPHSA.
Do not expand the version variables, the if() command will do that itself.

Use more already available features to handle package versions, and clean up some related code.
